CAA is not introduced by Modi Govt, it was infact first planned by Congress Parrty and Indian PM - Nehru in 1960s, As a response to Massive Persecution of Minorities in these countries because of 1950 India - Pakistani conflict in Kashmir. However, it was delayed and never fully implemented for decades duie to lack of will. Today, BJP under Modi Govt is implementing an Old Congress Policy of CAA. The Law is Religiously based because Partition of Pakistan was also Religiously based and persecution of Minorities is Religiously based.

  2. its because Partition of Bhaarat (India) is also religiously based. Back then in 1960s, Indian PM Nehru decided CAA will be adopted to bring back Minorities persecuted in these countries.
