Chanakya says in Arthashastra on Signs of a Good Ruler as follows : "When Most of the People in your Kingdom Love him, When some of the People in the Kingdom Hate him, When your Neighbouring Kingdoms have suddnely started talking about him and say Good things about your Kingdom, These are the few Signs that your Kingdom is the safe hands of a Good Ruler". He goes on to elobrate his Reasoning - Every Kingdom is comprised of Many Good people and Few Corrupt and Unjust People. These few Corrupt and Unjust People rather prefer a Corrupt and Unjust Ruler, Over a Good and Morally Just Ruler. This is why in the above quote he says of the People will always hate a Good Ruler. He also suggest ways to infiltrte into Neighbouring Kingdoms and have Spies to listen on Conversations happening in Neighbouring Kingdoms between Citizens, This gives us an Idea of how our Kingdom is run from an Outsider's Perspective, So we can judge not just what we thikn of our Ruler but what other people think of our Ruler.
