Before this Gaza was not inhabited at all.. Well, Israel agreed for Peace Treaties more than 10 times in History, Every time Palestinians refused because they don't want to settle for Peace, They want to see that Jews are driven out and all Israel should belong to them. On the other hand, Providing Decent Toilet facilities to like 30% of the Population (400 million People) is a really really high cost, Which might take upto 5 more years.
