  2. According to polling data very few Americans assume a functional congress. Entrenched partisanship has been the norm for decades now. Consider how long the federal government has been funded through continuing resolution. The very few things which do pass both House and Senate are those things not bound to filibuster rules or are the types of things no party wants to be caught voting against. I'm not sure of current polling, but recent congressional approval ratings have hovered between 13% and 15%. And every two years trench warfare campaigns move the ball inches in either direction.
