The correct answer is: A guy who is going to twist and squirm and absolutely reverse himself hypocritically when he concurs with the wrong and corrupt decision which is forthcoming in March. SCOTUS is full of disreputable characters.

@alanakafang6143 Look up Couy Griffin. Section 5 relates to passage of the amendment, which was done in accordance with usual norms. It is boilerplate language for amendments and simply means that Congress must pass the amendment by ⅔ margin and then it must pass by vote in ¾ of states. All of that was done for the 14th amendment.
