  11. What programs? Do you have magic thinking, where all mentally ill people stay in "programs" somewhere? Commitments, when they happen, are generally a 72 hour hold. And then they're cut loose. Jails are not meant to house the mentally ill. It's cheaper and easier to just shovel them back onto the streets for all of us to deal with.
