  1. why have a regime change? Send the goofs off, or to prison. And do not install any government, people will begin organising. A central government is the thing you can be without. Same for all EU.

  2. Finland was not occupied, it was integrated, as by Sweden before, as Grand-Duché!, held its own (swedish- type) admin . There were a few garnisons and a governor-general. Finns prospered and loved the adventures to the East.
