  1. The mail vote should of course have 2 volets, the carbon copy with the sender, and every "discarded" vote by law kept for count and check. In other countries, where youcannot deprive citizens from their right to vote, the only mail vote is for expats abroad, their are rules and means. The prefered way to insure easy voting is pre-vote, voting stations everywhere open everyday all day for two weeks before the electionday. That would work too during a pandemic, given the funds !
