The huge problem is the training of callresponders : they have to react to reports of "suspicious" behaviour taking time to ask details and. mindset of the callers, or to assess the danger involved for both people and police, or to hold on and support victim and witness. Very professional, specialised and demanding job, not any cop sending off a police car. The constant harassing of a part of the population is much more difficult to stop
