No, that is not true. That 59% figure is for the ideal efficiency of a typical Otto engine, with a compression ratio of 9.5. Go ahead and calculate it. The most efficient (combined) heat engine in the world is a powerplant in Nagoya at 63%. The theoretical Carnot has a limit of 100 percent obviously, for infinitely high temperature difference. Anyways, they did not actually reach 60%, it's just a theoretical figure.
