  1. The price of Ural crude is already US$ 5.00 lower than the cap. How is the cap going to affect anything?

  2.  @LK-jl3pc  Brent and western Siberia is "light sweet" which yields a lot of gasoline. Ural is "heavy sour", which require much more processing, so it;s less valuable. Ural oil is "heavy sour", and can be up to 20 dollars cheaper.
