The local goverment simply failed to defend itself after USA left. Also reminder... Ruzkiez lost to actual goat herders. Current afghani fighters were all trained by USA, so they weren't herders anymore but trained and battle hardened veterans.

Taliban was basically nothing but drug cartel after USA went to Afghanistan. It's local's goverment on fault that they failed to hold peace even though they had superior numbers than taliban. USA left when they already had reached their goals.

Only reason why ruzkiez didn't retaliate was because their forces were stuck in Okraine. Also some facts here was well. 1. Finland is right next to Saint Petersburg. In fact their city is within the range of our artillery. We don't need nukes to get rid of 1/3 ruzkiez with our artillieries alone. 2. With Finland part of NATO the norther ocean and Baltics are easily covered in way that Ruzkiez can't use their naval forces in war. 3. Finland also borders their nuclear silos within fast strike distance. Thus allows Finland to shut down ruzzian nukes before they can be used. 4. Over 1 million people trained to fight in war, over 70 years worth of stockpiles of food and military supplies. 5. Nuclear shelters. 6. All major ruzzian cities are right next to Finland from short distance away. Finland joining NATO is literally worst thing that can happen to ruzzia. It checkmated ruzkiez and took away their dream of global dominance.
