  1. there is difference between cruel/bad ruling than being corrupt. Chinese isn't that corrupt when compared to USA. Corruption is about bribery. Corruption is when system works against itself. Corruption doesn't necessary mean evil. In cruel government, where someone bribes official to be good guy. Is still corruption.
