Western countries are objectively speaking most open minded to immigration and people from other cultures and races. Also in this case the offender was wealthy foreign kid. I doubt he felt "marginalized" by society. " if the country does not treat you as a part of itself," Why should they if you don't respect the culture and follow it's rules? IF you act like direct opposite then you're not part of it.
