It's humanity vs Russia and China. China has been hoarding food for couple years after hearing about Russia's plan. These both nations are intentionally trying to cause global famine. As you can see the war on Ukraine is happening on loss for the Russians and the cities they take over is nothing but ruins where people can't live anymore. Thus the intention is clear.
