  2. Because they are corrupt and know that this will affect them. Honestly I wouldn't be surprised that with full audit and overhaul over goverment you could fix debt issue that any country is suffering from. I used to work in public sector so I know from personal experience that they have loads of useless projects and plans where they spend money irresponsibly.
