He will try his best to hit you as hard (surprise invasion) as possible early on and then results on "clinging"(ceasefires) to gather up all the strength. However it can't be called as illegal unless the country making the invasion has laws that prevent invasions and those laws have been ignored. In ruzzia's case they are dictatorship. However it could be kind of argued that Ruzzia broke it's treaty with Okraine when they invaded them. Treaties which they signed in order to get their nukes away and promised to never invade Okraine.
