First of all he has been making videos about how entire war was based on lie. This is basically him softing people up for idea of peace and leaving the country alone. Him mobilizing his troops to capital means that ruzkie forces can only counter it by pulling troops back. He won't have realistic amount of time to organize any army since everything would need to be done from the scrap.
