Siberia is long and desolated place with poorly maintained roads. 70% of being armed doesn't mean anything when there is only few hundreds living sparely across the region. Those roads used for trucks to deliver goods are highly vulnerable for any attacks. "Do you think the residents will look at it calmly?"
