So many flaws in this. Homeless is not issue caused by simply "not having home". These are usually people with drug/alcohol abuse, mental disorders or criminal records which prevents them from having job or paying their bills. Just giving away apartments on which someone has invested money into would be same as stealing and it wouldn't solve the problem. Such as if you start giving out apartments for free, then people would stop investing in creating houses. Plus it costs to maintain those houses and homeless people don't have income to pay it. What about shelters? Not going to workout since lot of criminally minded people around makes people feel unsafe and they can't trust their lives nor their stuff there. You really want to solve homeless problem? Send them to army, get them back into shape with high discipline while granting them small job of things they can do in army. Doesn't need to be fighting at the field, can be at own home country in training barracks cooking food. Once they feel they are on sure foot, they can go forward in their lives. In otherwords they need safe surrounding with high discipline get their stuff together and then opportunity to get back to civilized society.
