Yes and no. There are countries with almost 0 guns and low crime rate. While guns are important for self-protection, it doesn't correlate with reduction of crime (applies otherway around, it doesn't increase it either). Issue is genetic and cultural. In some cases of environment such as lead exposure makes people less smart and more prone to violent outbursts. In USA issue is that entire society glamours hollywood/rich guy life style. Thus gangculture and drugs are causing issue there. In modern west including in USA... there is no reason to steal or murder for survival. Only drug addicts resort to such things, or natural born psychopaths.

They do have crime but at least they don't let them go free for murder and theft and then proceed to remove any criminal records done by criminals.

@bigman88george3 it's recorded that psychopathy is heritable. It's literally in genes. Some regions and people have more of that in their group than others. Countries which have been founding out having more people manifesting this gene... are also commonly more violent and prone to thug like behavior.
