And why is that a problem? It's pretty hard to find rapists before he/she rapes so that you could tell him/her to not rape. Even more, would they still care about it? If you can't prevent rapist before it happens, then what else should you do? Give death penalty to them? Unfortunately criminals never think that he/she will get caught. How hard the penalty would be it still wouldn't prevent the crime.
