Block for sure exist, but that requires a lot of effort if a person wants to filter out 25% of twitter :D.

I am not sure what you mean with this, so please elaborate if you feel like it :).

Doesn't have to, if your crime is so grave that you go to prison, you won't be able to tweet. When you have paid your debt to society and have gotten out of prison, you should be able to tweet again (I mean, we do agree that you should be able to vote in open and free elections as an ex-con, right?). The tweet will of course be taken down, as it being up there would be like committing the crime over and over again. I am not sure why you are so comfortable with there being no second changes for people who do the wrong thing, do you think all crimes should have a life sentence as well? (colorful exaggeration)
