  1. the unknown category is just filled with cases with just one source, so it could literally one of a large numbers of error for each of them, like a pilot seeing something that wasn't there, radar glitch etc.

Of these, 80 reports involved observation with multiple sensors." where "... described in 21 reports, observers reported unusual UAP movement patterns or flight characteristics." The report isn't very detailed :D. As it is just 8 pages and so culturally relevant, I'd recommend anyone to read it :).
