  1. Maybe the feds are different, but from what I’ve seen of state and local government there wasn’t all that much that could objectively be called waste. It’s more about values and hypotheticals: Does this program really help people? Does this job deserve that salary? Do the fraud-fighting measures cost more than the fraud they prevent? And so forth.
