Seems perfectly reasonable. She broke the law and the officer was going to write her a citation. In order to do that he needed her details. She refused to give them (over 20 mins?) despite being warned that she would be arrested in order to confirm her identity for the citation. As he arrests her, she pulls away and fails to comply. He asks for more officers as there is a clearly a crowd forming (which you can hear in the background making comments). This girl is a classic entitled brat who thinks she is above the law. She is later released without charge as they have identified by that point. Where's the f*cking story?
