@MeRiaNevaMynd It goes both ways, sadly. Lots of awful tenants but the good ones are stars.

@kimlground206 When I lived in student digs, the landlord had a pay meter on each of our rooms with the communal areas just as part of the rent. It was a bit annoying but kept things simple for the landlord and the meters were not excessively greedy.

@somethingsomething404 Yes. It wasn't too bad though. Lights and a heater when it was too cold don't burn much.

@my3dviews Thanks. This was the question I had. It was only when he started trying to reduce his usage that he noticed so this seemed likely (though it would still allow that he was paying both). Under those conditions, he could actually have been underpaying.

Was he paying both bills or just his neighbors and (presumably) vice versa? If it was just vice versa, likely, a lot of the difference would just average out unless the neighbor had a grow room or was crypto-mining.

Besides the legal thing, there's usually some kind of oversight on public utilities which might be able to bring some pressure to bear.
