  2. Harley Quinn is a sidekick character. They are always going to be harder to promote to center stage, especially in a compressed format like a movie. (Though a Joker-like movie for her could be interesting given her back story). The whole point is that she is pretty much defined by her presence around The Joker, even as much as she's generated her own following. There are many other female characters they could have led with if they actually had an eye for a story.
