  1. Have "achievements" for various types of contribution. 5 contributions, 10 contributions, rare solution contributions, power solution contributions, you know the drill. Make sure people are well attributed for their contributions. Also, allow commenting (though that is its own can of worms). Occasional physical rewards too (think the Youtube 100k badge).
