  3.  @Anonnonner9546  No. They're used anywhere. There's one at the end of my drive (for the road). There's no requirement to keep them current either (not that that excuses anything).

  5.  @siamfd202  Slower traffic keep right is generally the rule (though can vary by state) but is rarely enforced and passing on the right is generally legal (though obviously more dangerous) so there's less pressure to enforce it. Also, US driver education and testing is woefully poor and it seems like many people are unaware of the rules anyway.
