  2. As someone from Europe, it surprised me that the plate is owned by the person, not assigned to the vehicle (though it the vehicle and plate are connected, it's not the primary connection). This is what leads to the whole paper plate thing (and for private sales, people often 'chance it' because you have to get the car home somehow)

  3.  @korcommander  Yeah, I do get that, especially with things being the responsibility of the individual states. But still, it leads to this weird gap situation. Though I've had a similar situation with the MOT in the UK getting a vehicle to the testing station.
