Her argument is inconsistent. She refunds if she can't fix but why should she refund if she has put in a bunch of work? The answer is that it's good business. Equally, it's good business for Paypal to issue a full reversal when a refund is done. It does cost them some money to do the refund (and, of course, there are other costs of just running the business to be accounted for) but you just amortize that into the fees you charge for regular completed transactions. The implication, of course, is that not refunding fees is bad business which means it will probably hurt Paypal who have decided to get too greedy.
