Broken window theory applied to trash. Once one person throws down some trash, everyone else thinks they have permission to add to it. Having that be the default for legit trash probably doesn't help. They should probably come up with front-of-store dumpsters that would work for that environment (You say there is no space but there is space for trash so that is where the dumpsters would go).

@zsoltlajtos6527 Many European cities are even older than NY. Not having good records is a problem but it isn't insurmountable, especially with modern technology.

@svampebob007 Yes, there should be plenty of money. Economies of scale mean that taxes should be cheaper in cities but they are staggeringly higher. This alone is a sign of massive corruption but when services are crappy as well...

@snowfalleon7629 Well, the broken widow theory is really about making the breaking of windows not normal so that is kinda the point. Broken window theory is not uncontested but the most popular alternate theory is that it is mostly the increased presence of police which improves things. Which is fine as improved enforcement would also help with the trash issue.
