  1. Could just be a funding issue. If you can't get the money to do the repairs, you don't get to do the repairs. So just run it as long as you can to get as much data as possible. Possibly things like the hubble were getting better data by now anyway.

  2. I agree in principle it would have been better to lower the receiver though. Put some lightweight carbon-fiber structure up instead.
