  1. He's talking about the medical emergency response system that Obama put in place when ONE ebola victim came to the US. Trump dismantled that system. When COVID struck the stockpiled emergency medical supplies were no longer available. Trump likes to claim that Obama "left the cupboards bare" when it was his (Trumps) administration that was totally unprepared to handle the pandemic.
