  2. @J Trump can't declare martial law just because he may want to. He doesn't have that authority. It's up to the state's governor to call in their National Guard if the local police, under the mayor's direction, can't take care of the situation.

His constant lying about the causes of the situation, his obvious bias and politicizing of the protest, by failing to support the local authorities and misinforming the public about his role as "rejected savior" of the crisis, when in fact, he has no legal basis to intervene, then claiming the governor has rejected his help. Turning it into an election talking point by labelling it as some sort of Democrat fueled personal attack, all of which have solved nothing and have served to aggravate the situation at large. Unresolved he can continue to lay the blame on his political opponents and, once again, play the role of the victim of forces beyond his control.
