Steele's informants were not exclusively Russian. The DNC had no contact outside of GPS, which is an American firm. Collusion is not a legal term. No one is "guilty" of collusion. The DNC did nothing illegal. Trump and his campaign are being investigated for co-operation and coordination with a foreign government to manipulate the outcome of an election, which IS illegal. Trump, specifically is being investigated for obstruction of justice, which is an impeachable offense.
