Of course Obama didn't want to engage in foreign policy after the still percolating Bush fiasco(s). That's why he kept all of the drone bombing under raps as much as possible. It's not like he wasn't crippled by McConnell and his corporate shills in Congress when he did try his hand at a more overt approach to foreign policy.
