He didn't take the collar off the dog or the tag oh, and he casually walks by the scene of the crime while there's a live reporter? I think he wanted to get caught LOL what people do for 15 minutes of fame... Was this an elaborate hoax to have a conversation with the reporter? LOL yes she's very cute

The moral of the story, is never underestimate, the power of the cosmic law of cause and effect... or the power of the cosmic resonance... also look at how skillful that reporter was and taking this guy in absolutely peacefully... A good example for law enforcement
