Yes certainly when he calmly stated I think my neck is broken they should have just called EMTs and he should have been carefully immobilized before moving him... it's not like the idiot didn't know he just slammed on the brakes.. also where is the dash cam video of the reason he slammed on the brakes is conspicuously absent
