This kept happening to me with a plate that had been destroyed more than a decade before which I had before the state changed the design of the plates, but because someone with a different state's plate with the same number kept crossing the George Washington Bridge without paying the toll. Mind you I live in New York, but five hours from the City. I had to contact Albany and the DMV multiple times to get it to stop. Mind you, I'm a licensed attorney in the state and because there is no judicial process this was nightmare for even me ro figure out how to resolve the issue.
