  38. The Russian Federation used white Phosphorus on a regular basis, So why is cluster munitions a point of contention. The Russian Federation only complains when stuff is used against them. Theyblew a dam that destroyed people, property, Animals, and is causing untold damage to the planet and to global navigation. I really don't feel to sorry for the Russian Federation.
