The most likely will have broke some rules in the honour-shame culture they live in. If you break certain rules one tribe will take up armes and will attempt to restore honour and attempt to create dominance. Other primitive less developed cultures also live by these rules like beduins, Arab clans in the Middle East and in many European cities. Albanians also often live by these rules. Most of the time it is people who have not reached modernity, but cultures like some players in Urban American have actually regressed back into a mode left behind hundreds of years ago. They had arrived in Enlightenment but during the 80s and 90s managed to turn back the clock. This is rare , but does happen when people don't read, don't educate themselves etc.
