Yes, without any other training on both individuals, the individual with the greater squat mark will deliver stronger kicks, no doubt.
BUT, if the other person trains on that kick, even if never doing squats, he/she can surpass the squatter, given good enough practice, adaptation, and genes.
Also, to move each unit of mass, more energy needs to be spent, and to kick at speed "X", the bigger legs will need more effort to reach the same, they will also, have a lower range of motion.
You may have seen those skinny Muay Thai fighters(max 60-80 KGish) breaking trees in half with their skinny legs, simply because they'd done the same kick, on dense surfaces, like maybe upwards of 10,000-20,000 times.
Also >.<, In a kick, the bone density also matters, especially the shin area.
But, I think Heavier limbs will almost always have an advantage in "Downward strikes", because then the weight becomes a bonus.
Still no denying that Strength matters greatly. But so does Speed, other parts of the biology, like brain's ability to send signals to twitch the muscle, bone density, angle, contact duration, etc.
