Throughout history, leaders and ruling classes have employed such tactics to unify their subjects against a common enemy, often to divert attention from internal problems or to consolidate power. It's not the migrants making housing and healthcare unaffordable, where even working 70 hour weeks the average brit peasant is miserable, and totally broke and powerless to fight his overlords (they look just like him so it becomes hard for an ingroup outgroup addict).
