  1. The keep the Germans down was never really abandoned. Germany remains today an occupied country that lost a major war, as is Japan. While numerically NATO can add up the numbers most of the countries are quite small. So realistically there is the US + UK, hardly a military giant + France and Turkey then the mid size ones Poland, Spain and Italy. The rest are quite small.
