Assault on a police officer and resisting arrest are clearly defined by case laws in the area in question. Where I'm at the officer has to have actual injuries and in other areas looking sideways at a cop is assault. During my career in a situation like this one, I would approach from a non-official angle and attempt some friendly dialogue if it wasn't reciprocated and an actual crime wasn't being investigated then let it go.
