  1. The upside to international partnership is better education and communication skills. The downside is the previous Government with there old ways will be dismayed and confused. They will think that there own people are leaving them behind. The military will also feel the same way. What we all do not understand is we all need help in natural problems and disasters. The more we move into a more technological world. Are thinking and logic also need adjustments. This is the only way the people will understand this.
