  1. It would do more harm than good. If that ban exist, people with dual citizenship can't help find people who are qualified to get US or other Western citizenship. It would cut of ties to other countries. Let's just put it this way, travel and tourism would buckle . Skilled people would loose contracts for an actual progressive world.

  2. There are requirements not restrictions. Required for a country specially countries with different types of climate, would definitely have a requirements. If they closed of ties with other countries well then they are closing investment and travel.
