The police choppers fly VFR. They have to have visibility to see the people they are chasing. In the case of Kobe's chopper, it has full capabilities to fly IFR but the pilot tried not to, due to company policy. The decision not to fly police choppers was made by the police. ATC has no say about who flies and who does not. They expect pilots to make their own decisions. They have enough work to do, to separate the air traffic. There are no cops in the sky. No such thing !

the pilot would have had to be in with such a plan, so no, I don't think so. Maybe Kobe knew by instinct it could be his time, for reasons we will never know. Why did he go to church before the flight ? I guess he was religious. The NTSB said there was nothing wrong with the chopper. Definitely pilot poor judgement but as much as Kobe flew the chopper, he should have been more aware of the bad weather. Yes, he was a paying passenger, but he was familiar with the terrain and the chopper. They should have driven cars.......

no, they deal with pros and try to give the requests needed. When Ara got too low to get picked up by radar, they told him he was too low, but it is all they could do. He was in the soup, by then and on VFR. Like flying blind.

well, no, you do not know this. You think you do. There was nothing wrong with the chopper ( NTSB ) said so, but the pilot got lost in the fog, so he hit the hill. That's it. Really simple. Happens a lot. Research it.

Well no, he was trying to get away from the fog.....without an IFR plan. He did not see that big hill. They say ( the NTSB); he was about 100 feet from visibility.
